Stop Budgeted Corruption, Civil Society Tells Government.

The Kenya Devolution Civil Society Organizations ( CSOs) have called for an end to budgeted corruption and the full transfer of devolved functions to county governments. The Kenya Devolution CSOs Working Group (KDCWG) is urging both national and county governments to take bold steps to curb the misuse of public funds.

To enhance transparency, the group is pushing for the timely release of budget implementation reports. It insists that these reports must be published in line with the Constitution, the Public Finance Management Act 2012, and the Access to Information Act 2016. Failure to comply, it says, should attract strict penalties.

KDCWG is also demanding swift action on corruption cases. It wants the Ethics and Anti-Corruption Commission (EACC) and the Office of the Director of Public Prosecutions (ODPP) to act impartially and expedite cases against all individuals implicated in corruption, regardless of their political affiliations. Additionally, it is calling for the full implementation of Auditor General reports to restore accountability in public service.

The group has raised concerns over selective investigations, warning that shielding certain counties from scrutiny weakens the fight against corruption. To address this, it is recommending that the EACC be granted prosecutorial powers. Strengthening partnerships between the EACC, the Kenya National Audit Office (KENAO), and civil society groups would also enhance citizen oversight.

KDCWG further demands that all public officials who fail to meet the ethical standards outlined in Chapter Six of the Constitution step down immediately. It is also urging the government to strengthen key oversight bodies, including the judiciary, the Auditor General’s Office, and the Office of the Controller of Budget. These institutions, the group says, must receive adequate funding to function effectively.

Governors and county assembly speakers are also under scrutiny. KDCWG is holding them accountable for financial mismanagement, delayed payment of pending bills, and failure to follow public service hiring laws. It is also pushing for the immediate publication of the national debt register. The group insists that the national debt must be audited and those responsible for mismanagement prosecuted without exception.

KDCWG maintains that ending budgeted corruption is not enough. It is calling for decisive action to ensure public funds benefit citizens rather than being lost to graft.
