Kenyans Urged to Shape Future of Police Recruitment in Landmark Reforms.

NAIROBI, Kenya – August 11, 2025 — The National Police Service Commission (NPSC) has opened the door for Kenyans to directly influence how police officers are recruited, in what could be one of the most significant overhauls of the process in years.

The Commission has unveiled the Draft National Police Service Commission (Recruitment and Appointment) Regulations, 2025, a proposed framework designed to make hiring in the police service more transparent, fair, and merit-driven. The changes are rooted in constitutional values of integrity, accountability, and equal opportunity.

To ensure every voice is heard, the NPSC is rolling out a series of public participation forums across 17 regions. These sessions will give citizens, professional bodies, faith-based groups, civil society, academia, and government institutions the chance to review the proposals and submit feedback.

“We believe the success of these regulations depends on the quality and diversity of feedback we receive,” said NPSC Chief Executive Officer Peter Leley.

Kenyans can take part by attending the scheduled forums or sending written memoranda, with details available on the Commission’s website and published in local newspapers.

The Commission has reaffirmed its commitment to building a recruitment system that reflects the values and aspirations of the nation and is now calling on the public to help shape the future of policing in Kenya.
