New Initiative to Enhance Social Protection for Informal Workers in Lao PDR and Kenya.

The Ministry of Labour and Social Protection, in partnership with the International Labour Organization (ILO), has launched a new project titled “Extending Social Protection Coverage to Workers in the Informal Economy in Lao PDR and Kenya through South-South Cooperation.” This initiative builds on the existing Social Protection Coverage project, funded by China’s Ministry of Human Resources and Social Security.

At the launch event on October 24, 2024, Dr. Alfred Mutua, Cabinet Secretary for Labour and Social Protection, emphasized the project’s goal of leveraging South-South cooperation to enhance policy design, governance, and operational efficiency in social protection systems. He noted, “This collaboration will bring valuable experience and proven strategies to expand social protection to underserved populations in Kenya.”

Mr. Joseph Motari, Principal Secretary of the State Department for Social Protection and Senior Citizen Affairs, highlighted the timely nature of this initiative, which follows last year’s strategy to broaden social protection coverage for informal and rural sectors. He expressed confidence in the newly created implementation matrix, stating, “While initiatives like the Inua Jamii Cash Transfer Program have made progress, we must ensure that workers in rural and informal sectors are reached. Expanding social protection is essential for achieving our transformative goals.”

Social protection is recognized as a fundamental right that should be accessible to all, particularly those in the informal economy, which plays a vital role in both Kenya and Lao PDR.

Jacqueline Mugo, CEO of the Federation of Kenya Employers (FKE), underscored the importance of funding in realizing these aspirations. “Our challenge goes beyond policy; it requires collective efforts from government, employers, workers, and civil society. Without sustainable funding mechanisms, our goals will remain unfulfilled.”
