City county officials confiscate construction materials at the disputed Greenpark Grounds, halting work led by retired KDF officer Issa Kuno.
Retired Kenya Defence Forces (KDF) officer Issa Kuno is at the center of a land dispute after leasing a parcel at Greenpark Grounds for Ksh 7.4 million to start his business. Despite possessing all the necessary legal documents, Kuno has faced repeated disruptions from city county officials, raising questions about land governance and corruption.
Earlier today, Kuno employed 462 workers to begin construction on the property, but their efforts were cut short when city county officials, accompanied by police officers, stormed the site. The officials declared the work “unofficial,” halted operations, and confiscated construction tools and materials. This marks the second interference, with a similar disruption occurring in January 2024.

“I followed every legal procedure to secure this land, but it seems someone else has also been leased the same property,” Kuno said. “This harassment has cost me time, money, and the livelihoods of the workers I have employed.”
Kuno also revealed his frustrations with alleged corruption within the lands office. After seeking assistance from a senior official to resolve the matter, the official reportedly suggested sharing the land between the disputing parties. “That suggestion is pure corruption,” Kuno stated firmly. “I will not bow to such unethical practices and will fight for justice.”

The dispute underscores long-standing issues of double leasing and corruption in land management, leaving affected parties like Kuno stuck in legal and bureaucratic limbo. For now, the retired officer says he remains committed to defending his rights through legal channels to protect his investment and ensure fairness for his workers.

With land disputes and corruption continuing to plague the sector, stakeholders are calling for urgent reforms to prevent future cases and safeguard investors’ confidence in property ownership. Kuno’s case adds to the growing demand for transparency and accountability in land dealings.
